Reliance Industries Ltd. (RIL) will invest ₹5,000 crore in West Bengal, mainly in petroleum and retail sector, its chairman Mukesh Ambani said on Tuesday.
Mr. Ambani was present with a host of other industrialists at the Bengal Global Business Summit in Kolkata.
He said the investment would be made over the next three years and promote the electronics industry by manufacturing mobile phones and set top boxes.
RIL had pumped in ₹15,000 crore in the telecom business in the State although it earlier committed to invest ₹4,500 crore, he pointed out.

'Conducive business environment'

This was made possible due to the conducive business environment in the State under Chief Minister Mamata Banerjee, he said.
L.N. Mittal of Arcelor-Mittal, Sajjan Jindal of JSW Steel, Kishor Biyani of Future Group, Head of the Kotak group Uday Kotak and chairman of the RP-Sanjiv Goenka group Sanjiv Goenka were among the 4,000 participants attending this year’s summit.
Ms. Banerjee tweeted that “nine partner countries, 32 countries with big delegations, more than 4000 participants, [and] we look forward to the Summit with lots of optimism.”
Later, Ms. Banerjee said the “State’s infrastructure, including 12000 kilometer of upgraded roadways” is ready to support the investment.

Virat Kohli fined 25% of match fee for breaching ICC code of conduct

India skipper Virat Kohli has been fined 25% of his match fee for showing dissent against the umpire during the third day’s play of second Test against South Africa in Centurion.
“India captain Virat Kohli has been fined 25% of his match fee and received one demerit point for breaching Level 1 of the ICC Code of Conduct during the third day’s play in the second Test against South Africa at Centurion on Monday,” ICC said in a statement.
The incident happened in the 25th over of South Africa’s second innings on January 15 when Kohli continuously complained to umpire Michael Gough about the ball being affected by a damp outfield following a rain delay, before throwing the ball into the ground in an aggressive manner.
Kohli was found to have breached Article 2.1.1 of the ICC Code of Conduct for Players and Player Support Personnel, which relates to “conduct that is contrary to the spirit of the game.”
After the day’s play, Kohli pleaded guilty to the offence and accepted the sanction proposed by Chris Broad of the Emirates Elite Panel of ICC Match Referees and, as such, there was no need for a formal hearing.
The charge was levelled by on-field umpires Michael Gough and Paul Reiffel, third umpire Richard Kettleborough and fourth umpire Allahudien Palekar.
Level 1 breaches carry a minimum penalty of an official reprimand, a maximum penalty of 50% of a player’s match fee, and one or two demerit points.

Ash eruption from Philippines volcano triggers evacuation

Alert level 3 over Mayon Volcano as eruption is possible within weeks or even days.

The Philippines' most active volcano spewed lava that cascaded downslope and emitted ash that fell on nearby towns, state volcanologists said on Tuesday.
The Philippine Institute of Volcanology and Seismology (Philvolcs) recorded nine episodes of tremor, four of which accompanied lava fountains, and 75 lava collapse events as pressure builds up leading to lava flows and ash plumes, reiterating its warning that a hazardous eruption could happen any time.
Mount Mayon, a 2,462-metre high volcano, a tourist attraction in central Albay province because of its near-perfect cone shape, spewed ash and burning mud and rocks over the past two days, forcing more than 3,000 residents to evacuate from nearby villages. It showed a bright crater glow on Sunday, signifying lava had started to flow from the crater. Since Saturday's first eruption, Phivolcs said it had recorded 158 rockfall events and urged people to stay away from a 6-kilometre radius Permanent Danger Zone and a 7-km Expanded Danger Zone on the volcano's southern flank.
“Alert level 3 remains in effect over Mayon Volcano, which means that it is currently in a relatively high level of unrest as magma is at the crater and hazardous eruption is possible within weeks or even days,” it said. Alert level 4 means an eruption is possible “within days" while level 5 is when a hazardous eruption is under way.
Manila's airport authorities said airline Cebu Pacific had cancelled flights to nearby Legazpi City citing bad weather. Mayon's most destructive eruption was in February 1814, when lava buried a town and killed 1,200 people. It last erupted in 2014, spewing lava and forcing thousands of people to evacuate.

One spectator gored to death at Avaarangadu jallikattu

A spectator was gored to death by a bull during a jallikattu that is underway at Avaarangadu in Tiruchi district on Tuesday.
Police sources said the victim, R. Solaiandi (25) of Pudukottai district, was attacked by a bull at the end point of the ground.
With severe bleeding Solaiandi was rushed to Manaparrai Government Hospital where he was declared dead on arrival.
As many as 20 persons were injured so far in the event, which commenced in the morning.
This is the second jallikattu in Tiruchi district after the one organised at Suriyur on Monday.

CJI reaches out to four senior colleagues

Chief Justice of India (CJI) Dipak Misra on Tuesday reached out to four of his seniormost colleagues for a discussion on the issues bothering the judicial administration of the Supreme Court.
Breaking the ice, Chief Justice Misra invited Justices Jasti Chelameswar, Ranjan Gogoi, Madan B. Lokur and Kurian Joseph to his official chamber in the Supreme Court for a discussion in the morning. The discussion will continue on January 17.
This is the first time in the past three days since the four judges held a press conference, the CJI has met them for a discussion on issues flagged by the foursome in an unprecedented press conference on January 13. At the press meet, they said they met the CJI in the morning to discuss the allocation of the Loya petitions, but the Chief Justice had not "budged".
A letter written by them to the CJI, expressing their “anguish about recent judicial orders and an erosion in the judicial independence of the Supreme Court” was circulated at the press meet.Their efforts to convince the CJI to take corrective measures failed, forcing them to go public.
The letter said the Chief Justice's authority as ‘master of the roster’ to decide which Bench should decide which case did not make him a “superior authority”. “The Chief Justice is only the first amongst equals – nothing more or nothing less,” the letter said.

Yet, they said, “there have been instances where cases having far-reaching consequences for the nation and the institution have been assigned by the Chief Justices of this court selectively to the Benches of their preference without any rational basis for such assignment.”

'Master of the roster'

The press conference follows a recent judgment of a Constitution Bench led by Chief Justice Misra, which declared the authority of the CJI as the master of the roster. The Bench held that it was the “exclusive domain” of the CJI, and none other, to allocate cases to judges in the apex court.
The Constitution Bench was formed after a Bench led by Justice Chelameswar decided to hear a petition seeking a fair probe into a case of conspiracy to bribe Supreme Court judges in a private medical college case. The case was decided by a Bench led by Chief Justice Misra.
The Constitution Bench effectively overruled Justice Chelameswar's order to have the case before him. Ultimately, the petition was dismissed by a three-judge Bench of Justices R.K. Agrawal, Arun Mishra and A.M. Khanwilkar and a cost of ₹25 lakh was imposed on the NGO.
The October 2017 letter also highlights an order passed by a Bench of Justices A.K. Goel and U.U. Lalit that there should be no delay in finalising the Memorandum of Procedure (MoP) for appointment of judges to the Supreme Court and High Courts.
The letter said there was no occasion for Justices Goel and Lalit to pass such an order when the Supreme Court Collegium had finalised the MoP and sent it to the government on March 2017 itself. It said the government has so far met the draft MoP with silence, which meant that the Centre has accepted the terms of the Collegium on the MoP.
Besides, any issue with the MoP has to be decided in the Chief Justices' Conference and by the Full Court, and not by a Bench of two judges alone. The letter asked the CJI to rectify the situation after a “full discussion with other members of the Collegium and at a later stage, if required, with the other judges of the court”.

GST e-way Bill System rolled out on trial basis

The Finance Ministry has rolled out the nationwide e-way Bill System for inter-state movement of goods on trial basis from Tuesday.
The GST provision requiring transporters to carry an electronic waybill will be implemented from February 1 for inter-state movements.
The e-way bill system eliminates the need for transit passes for inter-State movements of goods and works on the self-declaration model, according to a commercial taxes department release.
The e-way bills can be generated through the portal by giving details such as invoice related to the consignment, vehicle details, tax value, GST rates, among others. A copy of the bill will be sent as an SMS to the registered mobile number.
When such an e-way bill is generated, a unique e-way bill number (EBN) is allocated and is available to the supplier, recipient, and the transporter.
A pilot of the e-way bill has been successfully run in Karnataka. Besides checking rampant tax evasion, the government expects an increase in revenue up to 20 per cent after the nationwide launch, a top government official told PTI.
An e-way bill is mandatory for movements of goods valued at ₹50,000 and above.
The GST Council had decided to implement the entire e-way bill mechanism, covering intra-state movements too, throughout the country by June 1.
After the implementation of the Goods and Services Tax (GST) from July 1 last year, the requirement of carrying e-way bill was postponed pending IT network readiness.
The rules for the implementation of nationwide e-way bill system for inter-state movement of goods on a compulsory basis is expected to be finalised in the GST Council meet on Wednesday and will be notified with effect from February 1, 2018
